With the start of construction planned for this year, China will build the world's second largest offshore airport. China's idea is to promote air transport to the Dalian region, where it will be the airport and, thus, reactivate the region's tourism, helping to assume the leadership of world aviation in number of flights and passengers.

In addition to this airport, China plans to build another 30 by 2025, increasing passenger capacity to 2 billion / year, according to the Civil Aviation Administration Commission (CAAC).

Located in Liaoning province, the airport will have a capacity of 43 million passengers per year and will be 2.7 times larger than the current one. Being almost twice the size of Hong Kong International Airport, its area will be 21 million square meters.

The project was moving slowly, despite being considered as an infrastructure priority since 2009. With the pandemic, it became a strategic initiative for the country.

Dalian was the main destination for investors in the 1970s, due to being a reference for Japanese and South Korean electronics manufacturers. Since 2013, the current airport in Dalian is no longer on the list of China's top 20 in terms of passenger and cargo volume. In 2020 he was in 40th position and, with the pandemic, he saw a drop of 57.2% in the volume of passengers when compared to 2019 and 29.1% in the volume of cargo.

There is a risk of many heavy debts and low financial returns in the construction of the airport, however, many Chinese cities view the construction of new airports and high-speed railways with good eyes, since it would be a way to increase tourism, transportation with other purposes and more jobs in the service sector.
