Vaccine passport requirement upon arrival in Brazil leaves passengers confused

Minister Luís Roberto Barroso, of the Federal Supreme Court (STF), determined last Saturday, 11, that the vaccine passport would be mandatory for travelers arriving in Brazil. On Monday (13), the National Health Surveillance Agency (Anvisa) started to require a passport for the vaccine for passengers entering the country.

"The decision had immediate effect, without a deadline for adaptation, and, therefore, requires the Agency to carry out specific assessments, especially in relation to passengers who were already moving or in transit at the time the decision was issued", he said to Anvisa through a note.

However, the measure has not always been followed. Most passengers had to show their passports, but some still managed to enter the country without a passport. There are reports of passengers who did not even need to present mandatory documents, such as the negative covid-19 test and the Traveler's Health Declaration (DSV).

At Guarulhos airport, in São Paulo, passengers reported that there was no organization in the arrivals and immigration area, in addition to reporting a lack of clarity in the rules. Some passengers had to show the passport for the vaccine on boarding, to airlines, others only presented it when they arrived in Brazil, to the authorities.

According to the determination of Minister Luís Roberto Barroso, it is up to the airlines to control the vaccination document, as well as the PCR test and the declaration to Anvisa, in order to avoid queues and crowding.

According to the portal g1 SP and GloboNews, an unvaccinated man was even instructed to undergo a five-day quarantine, a measure that was provided for in an ordinance, but which was not implemented. Furthermore, in Rio de Janeiro the problem is repeated. The control of proof of vaccination generated queues at Tom Jobim International Airport.

UPDATE: Today, 15th, the STF released a note informing that the control of proof of vaccination must be done by the airline at the time of boarding. At the same time, the virtual plenary of the Supreme Court began to judge whether Barroso's decision was upheld. The trial is due to end tomorrow, the 16th, at 23:59.
