Russian Resolution Allows Payment of Western Aircraft Leases

Today, April 13, Russian state news agency TASS reported that the Russian government has established temporary rules for domestic airlines to fulfill their obligations to foreign companies from hostile countries.

The resolution signed by Prime Minister Mikhail Mishustin provides that companies from hostile countries that work with Russian companies in a state that has not adhered to the sanctions will have their payment made in the country's currency, the ruble.

The document is designed to implement the previous decree of Russian President Vladimir Putin of April 1, allowing Russian airlines to meet their financial obligations to companies registered abroad in rubles.

The document also states that financial obligations, including payments for aircraft leases, will be considered fulfilled when the carrier transfers the number of rubles equivalent to the value of the foreign currency.

Payments will be made at the official exchange rate of the Central Bank of Russia on the day the transfer is made. Thus, leasing companies must have an account with a Russian bank to receive these payments. This requirement can make the operation difficult, as Russian banks have also been affected by international sanctions.
