Chamber of Deputies approves exemption from withholding income tax

Yesterday (4), the Chamber of Deputies approved the exemption from the Withholding Income Tax (Irrf) for aircraft leasing made by Brazilian companies abroad. If MP 1094/21 is approved by the Federal Senate, it will be valid until 2023.
The exemption had existed since 2006, however it was successively extended until 2019, when there was a gradual increase until the rate reached 15% from 2023. However, the approval at the time was not complete and the companies have already paid 15% throughout the year 2021.
The new MP will also make the tax increase gradually: 1% in 2024, 2% in 2025, 3% in 2026 and 15% from 2027 onwards.
“The sudden increase in the tax rate from 1.5% in 2020 to 15% as of 2021 contributed decisively to the soaring price of airline tickets and made it difficult to recover one of the sectors most affected by the economic effects of the crisis. covid-19”, said the rapporteur of the matter, Deputy Felipe Carreras (PSB-PE).
With the measure, the government estimates tax waivers of more than BRL 1.5 billion: BRL 374 million for 2022; R$382 million for 2023; R$378 million for 2024; R$371 million for 2025; and R$158 million for 2026.
